13.0 INFORMAL COMPLAINT PROCEDURE

13.1 Any infractions recorded on a game sheet which is signed by the on ice-officials of the game in which the infraction was incurred are non-reviewable.

13.2 Any infraction recorded as or relating to Hockey Canada's Maltreatment Rules will be forwarded to the Alliance for review and possible further suspension if warranted.

13.3 CYO will use its best corporate efforts to resolve every complaint informally and expeditiously to the substantial satisfaction of the all individuals involved and in a manner consistent with the objectives set out in our Mission Statement. 

13.4  Within 72 hours of receiving a complaint either verbally, by email, or through the CYO Website's Incident Reporting Form, the Director of Risk shall informally and discretely attempt to facilitate a reasonable and acceptable resolution of the subject matter of the complaint between the complainant and respondent if that is deemed appropriate and desirable.

13.5 The Director Risk may request that a limited number of any of the following individuals attempt to facilitate an informal resolution:

13.5.1 Members of the Executive Committee; and,
13.5.2 Any other members in good standing who appear to have appropriate relationships, experience or stature within CYO Hockey.

13.6 ACHIEVED RESOLUTION

If in reasonably expeditious time period, an informal resolution of the complaint is achieved to the substantial satisfaction of all parties involved, the Director of Risk:

13.6.1 May ask that any and all necessary agreements or undertaking confirming the complaint resolution be reduced to writing;
13.6.2 Shall monitor the compliance with any agreements made or undertakings given to informally resolve the complaint: and,
13.6.3 Shall counsel all parties to do what is required of them to comply with the resolution.

13.7 FURTHER STEPS

If the Director of Risk concludes in consultation with the other persons attempting to assist to facilitate a resolution of the complaint, that either the Complainant or respondent is being unduly unreasonable in achieving an informal resolution, the said Director shall recommend to the Board that:

13.7.1 If the parties are close to a reasonable resolution, that the Board impose a resolution of the complaint; or,
13.7.2 A formal Complaint Review Process be initiated.

13.7 The Director Risk shall advise all parties to the complaint, including the Board and Alliance Hockey, if required, of any informal resolution of any complaint achieved through the informal process.

13.8 RECOMMENDATIONS

The facilitators can also make further recommendations to the Board, Hockey Council or Hockey Executive to prevent complaints of a similar nature being brought forward in the future.

13.9 APPEALS

There are no appeals granted to any suspensions issued in the Informal Complaint Procedure of less than 3 games.

13.10 MALTREATMENT

Any and all Maltreatment infractions will be submitted to the Alliance Hockey's maltreatment review committee.
